Library board reaffirms investment policy, reviews funding mechanisms

NH GOFFSTOWN — Library board reaffirms investment policy amid complex funding review. The Goffstown Public Library Board voted unanimously, 7-0, to maintain its investment policy during a working meeting, with Select Board Representative Richard Manzo noting that public-entity investment restrictions limit policy changes. Library Director Pat Penick presented the library's two funding pools: municipal funds for operations and private donations managed separately.

The newly created capital reserve fund secured 57 percent approval at town meeting and was funded from unassigned balance for grant acquisition and project contingencies. Trustee Jessica Caron agreed to request copies of the library's five trust-fund documents to assess whether they are fully utilized, addressing questions about deploying existing trusts to their potential.
