NH GOFFSTOWN — Goffstown Select Board and Budget Committee meet jointly to reset budget approach after 2026 operating budget failed by 700 votes. Chair Elizabeth Dubrulle and Selectman Mark T. Lemay led discussion on 2027 process, with Budget Committee members Brian Mazur and Olivia Welch-Erdahl calling for increases of no more than 3 percent over default or consistent with the Consumer Price Index.
Town Administrator Derek Horne confirmed that the unassigned fund balance can safely support capital reserve fund seeding as long as reserves remain above 5 percent. Both boards agreed to hold a joint planning meeting in August or September 2026 to establish a mutually agreed budget target before the formal 2027 process begins.
