NH GOFFSTOWN — Goffstown Budget Committee takes on new default budget duties, reviews $1.9M school spending increase. The committee adopted new procedures for advance materials submission and approved prior meeting minutes spanning nine months with a single name-correction. SAU Business Administrator Doug Totten distributed a draft school default budget showing approximately $1.9 million in increased spending, pending October 10 health insurance rate announcements.

A legislative change effective in August 2026 now requires the Budget Committee, rather than the Select Board, to prepare default budgets. Totten also presented House Bill 1300, establishing a school tax cap requiring 60 percent voter approval, though critical state guidance on implementation remains outstanding.
